BEIRUT (Reuters) - President Bashar al-Assad said on Thursday Syria would spare no effort to ensure the success of international envoy Kofi Annan's peace mission but warned it would not work without securing an end to foreign funding and arming of rebels opposing him.
Assad is under international pressure to call his troops and tanks back to their bases, a year into a popular revolt against his iron rule. Fighting between troops and rebels killed at least 38 more people on Thursday, 15 of them soldiers.
The state news agency SANA quoted Assad, in a letter to the leaders of the BRIC economic powers, which include his key ally Russia, as saying "countries which support the armed groups with money and weapons must be persuaded to stop this immediately".
At the same time, Britain said it was doubling non-military aid to opponents of Assad and expanding its scope to equipment, possibly including secure telephones to help activists communicate more easily without fear of detection and attack.
The aid, worth $800,000, "includes agreement in principle for practical non-lethal support to them inside Syria," Foreign Secretary William Hague said.
Arab leaders at a summit in Baghdad endorsed the peace plan floated by Annan, the special U.N. and Arab League envoy on Syria, and - betraying skepticism about Assad's commitment -- called for it to be implemented "immediately and completely".
The six-point plan envisages a ceasefire, possibly under U.N. monitoring, a withdrawal of heavy weapons and troops from population centers, humanitarian assistance, release of prisoners and free movement and access for journalists to Syria.
Arab League leaders quietly dropped an earlier demand that Assad give up the presidency. The Annan plan, endorsed by the U.N. Security Council, makes no such demand, unlike a previous blueprint for change that was vetoed by Russia and China.
"The solution for the crisis is still in the hands of the Syrians as a government and opposition," Arab League Secretary-General Nabil Elaraby told the summit gathering in the Iraqi capital, the first there in 20 years.
Earlier, the League took a line closer to the hardline stance of Qatar and Saudi Arabia, calling for Assad to transfer powers to a deputy to allow for a unity government and early elections.
But a shift in the Arab position transpired after Russia and China blocked a Security Council endorsement of that proposal and the Arab League's own observation mission in Syria unraveled from internal splits, failing to stem the bloodshed.
Syria's opposition groups continue to demand that Assad must go, and have not agreed to any peace talks with his government.
Elaraby called for the Security Council to issue a binding resolution to "not only stipulate the necessity of stopping the violence, but also finding a suitable mechanism to cease fire."
One idea Annan is pushing is a U.N. observer mission, diplomats say, and Elaraby said there had been suggestions that there should be "Arab participation".
ASSAD'S DEMANDS
"President Assad said that for his mission to succeed, Annan must focus on drying up the wells of support for terrorism pointed at Syria, especially from countries which have announced that they are arming and financing the terrorist groups in Syria," SANA reported.
"In return for the formal commitment to the success of Annan's mission it is necessary to obtain commitments from the other parties to halt the terrorist acts by the armed groups and to withdraw the weapons of these groups and call on them to stop their terrorist acts ..." Assad's letter said.
In an apparent reference to Turkey, a former ally that now hosts the rebel Free Syrian Army, he singled out "neighboring countries that harbor these groups and facilitate their terrorist operations".
Assad said a national dialogue would start soon, including "all groups which work for the security and stability" of Syria.
U.N. Secretary General Ban Ki-moon kept up pressure on Assad, saying he must turn his stated acceptance of the peace plan into action, to shift his country off a "dangerous trajectory" with risks for the entire region.
Syria sits at a crossroads of Middle East conflict bordering Turkey, Jordan, Israel, Iraq and Lebanon. Its 23-million population comprises a mix of faiths, sects and ethnic groups whose tensions resonate in neighboring states.
"It is essential that President Assad put those commitments into immediate effect. The world is waiting for commitments to be translated into action. The key here is implementation, there is no time to waste," Ban told the Arab League summit.
OPPOSITION MEETS BACKERS
In Istanbul, Syrian opposition representatives met to try to settle deep internal disputes before the arrival of Western foreign ministers for a "Friends of Syria" conference on Sunday to map out where the year-old uprising is heading.

For example, protesters prosecuted under the old law, with the magic ?willfully?present, could not honestly have claimed that they had no idea that trespassing or disorderly conduct was illegal. Such a claim would have been laughed out of court.
The ?knowing? element of the new H.R. 347 ? all by itself ? requires the government to prove that a person was actually aware he was (1) entering, blocking or being disorderly and (2) in or around a restricted area. This means that those who were unaware that they crossed into a restricted area or accidently blocked the entrance of a restricted building could not be charged under the law.
Through his communications director, Rep. Thomas Rooney (R-Florida) defended H.R. 347 by saying, ?right now it?s not a federal violation to jump the fence and run across the White House lawn, this bill makes it a federal violation.? This is the only aspect of the law that was substantively expanded, and so on this score, Rep. Rooney is right because prior to the new law, it was not a federal crime to trespass on the White House lawn if the President or his family was not inside
But Rep. Rooney went on to say that the new law ?doesn?t affect anyone?s right to protest anywhere at any time. Ever.?

H.R. 347 violates protesters? first amendment right to protest in their preferred public place.
In 1968, the Supreme Court decided United States v. O?Brien, the seminal case for scrutinizing government restrictions on symbolic expression. The Vietnam War was raging, and Mr. O?Brien burned his draft card in violation of federal law. The Court held that the government was justified in punishing him because the law was aimed at preserving information on the draft cards that was necessary for keeping track of draftees, and only incidentally interfered with Mr. O?Brien?s preferred symbolic expression.
The right to protest outside the White House or other places where Secret Service-protected individuals are located is symbolic expression in the same way that Mr. O?Brien?s burning of his draft card is. But while the ban on burning draft cards had a clear purpose in addition and unrelated to suppressing speech, the ban on protest in H.R. 347 does not.
Proponents of H.R. 347 claim it advances the government?s interest in protecting its property from damage and its officials from intruders. But every state?s laws already criminalize trespass, disorderly conduct and criminal mischief.

After two rounds of upsets and upheaval, MTV's Musical March Madness has finally reached the Sweet 16, where things really start to get interesting.
Because at this point in the tournament, only the strong remain: Our last two champions are both still alive, as are the last two runners-up. There are the perennial powerhouses still looking for that elusive MMM title, and a few hard-to-kill underdogs, too, each hoping to shock the world.
And with matchups that include Evanescence vs. Linkin Park, Paramore vs. 30 Seconds to Mars and Green Day vs. James Durbin, this year's Sweet 16 is shaping up to be one for the ages. And if your favorite band is still alive, you can help them move one step closer to the MMM title by voting now.
But you've got to hurry; voting in all Sweet 16 matchups closes Tuesday, March 27, at midnight ET, and on Wednesday, the tournament moves to the Elite 8.
And since time is short, we're gonna cut right to the chase ... here's a look at all the Sweet 16 matchups in MMM 2012.
Midwest
It's #5 My Chemical Romance versus #16 AWOLNATION in the top half of the bracket, and we'd say this one should be a cakewalk for the mighty MCR ... except, just to reach the Sweet 16, AWOL has already fought their way past #1 the Black Keys and the tournament-tested Rise Against!, which means they'll probably be a tougher test than most imagine. Still, though they might face a struggle, it's difficult to not see MCR moving on here.
The same can't be said about the matchup in the bottom half of the region, however, as #7 Metallica squares off against #14 Five Finger Death Punch, in a hard-hitting, heavy-riffing battle that truly is impossible to predict. Metallica disposed of Guns N' Roses in the opening round, then rallied to overtake Sum 41 in round two. (thanks, John Cena!) Meanwhile, Five Finger blew out #3 Pearl Jam in the first round, and then withstood a late charge from #11 Chevelle to secure their spot in the Sweet 16. Who comes out on top here? In a pinch, we'll take Metallica, though this one seems destined to come right down to the wire.
West
Defending MMM champs Green Day draw #16 James Durbin in the top half of the bracket, and, much like the MCR/AWOL matchup, on the surface, this one looks like it'll be Green Day in a rout. But at this point, Durbin has dumped #1 Foo Fighters and #8 Best Coast, both by huge margins. Can he dethrone the champions and advance to the Elite 8? You know what? We're going to say yes. Consider yourselves on upset alert, Green Day.
In the bottom of the West bracket, it's #11 Adam Lambert versus #15 Panic! at the Disco, in a matchup that pits two of MMM's most fervent fanbases against each other. Both acts have been through the March Madness wringer before, but neither has been able to make it over that final hump. Could this be the year one of them raises the big gold trophy? Perhaps. This is another contest that's going to be too close to call.
East
The march toward the inevitable Tokio Hotel/Coheed and Cambria showdown continues, as both draw lower-seeded opponents in the Sweet 16. In Tokio's case, they get Toronto wailers F---ed Up, who have shocked everybody by taking down Mumford & Sons and Radiohead during their dream run to the Sweet 16. Sadly, we're pretty sure that run ends here, as Tokio have been flexing their MMM muscles throughout the tourney, and may very well be the team to beat in 2012.
Then again, they'll have to get through 2010 champs Coheed and Cambria, who draw #11 Semi-Precious Weapons in their Sweet 16 matchup. And though SPW have battled past Fun. And Florence and the Machine just to make it this far, they've yet to go up against a fanbase like Coheed and Cambria's Children of the Fence ... and, well, let's just say we're already looking forward to Wednesday's Tokio/Coheed Elite 8 battle. It's sure to be epic.
South
We've saved the best for last. Because things are about to get hot down in the South, with a pair of heavyweight Sweet 16 matchups that are sure to be barn-burners. In the top half of the bracket, it's lone-remaining #1, Evanescence, taking on tournament-tested #5 Linkin Park. Amy Lee and company have yet to really be challenged in MMM 2012, pasting #16 Alabama Shakes and #9 Dave Matthews Band. Meanwhile, Shinoda, Bennington and the guys have had to fight every step of the way, holding off a late-charge from #12 At the Drive In and another huge rally from #4 Jack White just to advance. Something's gotta give here ... and, in a pinch, we're taking Evanescence. Though, again, it's gonna be close.
Down in the bottom half of the bracket, it's #2 Paramore against #6 30 Seconds to Mars, and to anyone who's followed the tournament over the years, well, you know that this is basically the Duke/North Carolina of MMM. Both bands have come close to winning it all (Paramore were edged out in last year's championship game), and both are supported by huge fan armies, so, yeah, this one is serious. We've honestly got no idea how it plays out, so instead, we're just gonna sit back and enjoy this one.

I also plan to open a Roth IRA and would like to put $ 5000 (maximum amount). I have 30 more years to retire. At this point, is it advisable for me to invest the amount in the Roth IRA in mutual funds or in stocks? Best answer:

Initially, I would invest in mutual funds. As your Roth IRA grows (say in five years or so), you might want to invest PART of it in good quality stocks. But stay diversified.

Axel Merk , the macro investor known for his expertise in currencies, is part of a plan to bring to market an etf version of the dollar-bearish Merk Hard Currency Fund he manages?a move that?s reminiscent of how Pimco decided to market the flagship Total Return Fund run by Bill Gross in an ETF wrapper.
The Merk Hard Currency ETF will also be managed by Merk, a German-born investment manager who is president of Palo Alto, Calif.-based Merk Investment LLC. The Merk Hard Currency Fund, his firm?s biggest portfolio, is a nearly seven-year-old actively managed open-ended mutual fund with almost $600 million in assets.
The ETF will normally invest 80 percent of its net assets in hard-currency-denominated investments from countries that appear conducive to long-term price stability, according to regulatory paperwork filed with the Securities and Exchange Commission on March 21. Its investments will be composed of high-quality short-term debt instruments, including sovereign debt and gold.
The new ETF, which will trade on the New York Stock Exchange?s electronic trading platform Arca under the symbol ?HRD,? is being shepherded through the regulatory process by Portland, Maine-based Forum Investment Advisors, which is in the process of obtaining ?exemptive relief? to market active ETF strategies.
Forum filed for the permission from the SEC last summer , and it?s unlikely it would put HRD into registration unless it was close to obtaining exemptive relief.
Forum itself is part of Atlantic Fund Services, which provides custodial and record-keeping services. The prospectus said Foreside Fund Services will be the ETF?s main underwriter and distributor. Forum and the other entities all have the same Portland, Maine address.
Apart from relying on a third party?s exemptive relief, Merk Investments LLC?s plan looks like a repeat of Pimco?s move to create the Pimco Total Return ETF (NYSEArca: TRXT ? News ).
The ETF industry was abuzz as TRXT came to market March 1, which provided a clue as to how Pimco would preserve the cache of its $250 billion Total Return Fund, the world?s biggest mutual fund. While Merk?s currency fund is considerably smaller than the Total Return Fund, it?s move and Pimco?s are the clearest signal yet of how the numerous mutual fund companies that are seeking regulatory permission to market ETFs will approach the ETF market.
The moves suggest that established mutual fund companies are eager to jump onto the ETF bandwagon, but with products that already have clear reputations in the world of investing. By launching ETF versions of such marquee-name funds, Pimco and now Merk may be running the risk of cannibalizing assets from their respective mutual funds, but at least they?ve put in place a mechanism that keeps those assets in-house.
But, crucially, they seem to understand the growing importance of ETFs, which are extolled for their low costs and intraday tradability. The first ETF was launched 19 years ago, and U.S-listed ETF assets now total $1.209 trillion in more than 1,400 securities, according to data compiled by IndexUniverse.
The existing Merk Hard Currency Fund (MERKX) comes with a hefty 1.30 percent annual management fee, and the prospectus outlining the proposed ETF didn?t say how much HRD might cost. But if Pimco?s example is any guide, HRD will be a lot cheaper than the Hard Curreency mutual fund.
Pimco?s TRXT costs 0.55 percent, or 30 basis points cheaper than the ?A? class mutual fund version that?s most appropriate for retail investors. Institutional investors to get that fee down to a no-load 46 basis points. The institutional version of the Hard Currency Fund (MHCIX) costs 1.05 percent, according to Merk Investments? website.
Officials at Merk Investments declined to elaborate on the filing?a function of the so-called quiet period the SEC imposes when a fund is in the registration process.
A Brighter Future For Active ETFs?
A big question looming over the launch of Pimco?s TRXT and Merk?s plan to bring the ETF ?HRD? to market is whether such high-profile moves will breathe life into the relatively undeveloped world of active ETFs. The vast majority?as in 99.6 percent?of ETF assets are in indexed strategies, according to data compiled by IndexUniverse. A total of $5.2 billion is invested in about 40 active funds.
The percentage looks a bit more promising?just shy of 2 percent?if the comparison is confined to fixed-income ETFs. Indeed, the two biggest active ETFs?the Pimco Enhanced Short Maturity Strategy ETF (NYSEArca: MINT ? News ) and the WisdomTree Emerging Markets Local Debt Fund (NYSEArca: ELD ? News ) are focused on fixed income. MINT and ELD have $1.42 billion $1.22 billion in assets, respectively.
When Pimco?s TRXT came to market, a number of ETF industry sources predicted that TRXT would quickly overtake MINT and ELD and quite possibly jump-start the whole active ETF space.TRXT, which was launched with $100 million in seed capital, now has a total of $224.9 million in assets.
What?s more, the percentage of active-to-passive ETF assets looks even more promising in the realm of currency funds?the very world in which Axel Merk has been making his mark.
A total of $890 million, or 15 percent of the $5.97 billion invested in currency ETFs, is in active strategies. Two of the biggest funds in that space are the WisdomTree Dreyfus Emerging Currency ETF (NYSEArca: CEW ? News ) and the WisdomTree Dreyfus Chinese Yuan ETF (NYSEArca: CYB ? News ), which had $341 million and $495.3 million in assets as of March 21, respectively, according to data compiled by IndexUniverse.
HRD?s Strategy
Axel Merk will determine currency allocations based upon analysis of monetary policies pursued by central banks, and will also take into consideration economic environments, according to the prospectus.
The fund, benefiting from what many analysts consider a secular decline in the dollar, has had several years with double-digit returns.

To try to reduce interest-rate and credit risk to its portfolio, the ETF will typically maintain a weighted average portfolio maturity of less than 18 months. Also, the fund will only buy money-market or other short-term debt instruments that are issued by entities with an outstanding unsecured debt issue rated in the top three ratings by U.S. nationally recognized ratings services or that Merk considers comparable in quality to instruments rated in the top three ratings.
The paperwork also said that to the extent that the fund invests in gold, it won?t buy actual bullion. Rather, it may get its gold exposure indirectly through exchange-traded products, which could include ETPs sponsored by Merk or its affiliates.
Because the ETF is a hard currency fund, its investment strategy may require it to execute redemptions, in whole or in part, for cash. As a result, itmay pay out higher annual capital gain distributions than if the in-kind redemption process was used exclusively.
In addition, changes in currency exchange rates could affect the U.S. dollar value of the ETF?s investments including foreign securities, forward-currency contracts and cross-currency forwards, the prospectus said.
It wasn?t immediately clear how the ETF version of the Hard Currency Fund might differ from the mutual fund.
